To achieve successful appeal results, it not only takes the right data, but years of experience in the real estate and assessing fields. Our team has nearly 200 years of combined property tax consulting experience. When PAR appeals your assessments, we have more knowledge and experience than the assessor every time. This knowledge and experience ensures your property taxes are as low as possible.

Our experience has been that having the right people is preferable to simply having more people on a project. Partners and owners Steve Weber and David Dempsey are personally responsible for your reviews and appeals. Please contact any team member below with your questions.

Steven Weber

Founding Partner

Steve is a Missouri State Certified General Appraiser with over 42 years of experience in the property tax field.

One of his greatest strengths is his ability to analyze complex assessment issues and present the information in such a manner that both clients and assessment officials trust his judgment. His achievement and insights into the assessment process has earned him the respect of assessment officials and colleagues alike. Steve is a Missouri State Certified General Real Estate Appraiser, an associate member of International Association of Assessing Officers (IAAO) and holds the CMI designation from the Institute for Professional in Taxation (IPT).

David G. Dempsey, Jr.

Managing Partner

David G. Dempsey, Jr., a founding partner of Property Assessment Review, has been fighting for taxpayer rights and equitable taxation for his clients for the past 30 years.

David’s extensive knowledge of Missouri Statues and State Tax Commission decisions regarding property tax issues has resulted in precedent-setting reductions and refunds for his clients. His prior experience as a commercial broker provides a critical, market-oriented approach to value which often is overlooked in the assessment process.

Scott Wolpert

Director of Valuation

Scott serves as Director of Valuation for Property Assessment Review and also acts as Managing Partner for our stand alone residential business, PAR Residential, which handles property tax appeals for 1-4 unit residential properties in the St. Louis Market. Scott has over 22 years of commercial and residential appraisal and property tax experience. He is a Missouri State Certified General Real Estate Appraiser, an associate member of the International Association of Assessing Officers (IAAO) and the Institute for Professional in Taxation (IPT).

Tad Berry

Director of Client Service

Tad joined PAR as director of Client Service in 2022 as a result of PAR’s acquisition of PTACs (Property Tax Appeal Consultants) where he had served as President since that firms founding in 2016. Tad has extensive experience in the review and appeal of retail, industrial, office, hospitality, single-family, multi-family, student housing, health care, personal property, vacant land, special-use properties and exemptions. Tad has property tax experience and successes in 18 states.

Brad Weber

Director of Operations

Brad jointed PAR full time in 2011 after working on special projects since our founding in 1995.  Brad is a member of the valuation team, analyzing assessments for appeal determinations, attending hearings, and negotiating appeals with assessment officials. Brad also manages third party appraisal and IT vendors, and is in charge of internal operations at PAR.  Brad has a degree in Economics from Kalamazoo College.  He is also an associate member of the International Association of Assessing Officers (IAAO).

Nancy L. Hopkins

Controller and Director of Personal Property

Nancy is a Certified Public Accountant with over 35 years of experience in the accounting, auditing and appraisal fields. She spent five years as a Field Auditor Supervisor with the St. Louis County Assessor’s office reviewing personal property assessments and handling appeals at the Board of Equalization and State Tax Commission. Her accounting experience in auditing and corporate income tax preparation provides our clients with a comprehensive view when analyzing opportunities for reducing personal property assessments. In addition to assisting clients with personal property declarations, evaluations, and appeals, Nancy handles all internal accounting at PAR.

Bill Bitting

Property Tax Consultant

Bill has broad experience with property owners, developers, corporate controllers and institutional asset managers. Bill serves as the primary point of contact for a large cross section of our commercial clients. His unparalleled communication keeps his clients informed throughout the real and personal tax appeal process. He’s always willing to go the extra mile. There’s nothing he won’t do for his clients.

Vincent O’Hara

Client Service Coordinator

Vincent is the point person on client communications. He manages gathering information for analysis, he onboards new clients and new properties, and is responsible for communication of appeal determinations, status, and results.

Megan Claussen

Director of Special Projects

Megan handles database projects, websites, social media and marketing communications for PAR as well as PAR Residential.
